ZFF - Covers?

Im still not really sure about the covers for the zombie survival brochures. If I keep the standard government style of design then it could be really boring, but if I make it more interesting and illustrative then it wont link to the context as well. I made this design with a standard, government style to it but I think that it may be too uninteresting for the book.
